I get this question all the time - "How come when I check Terminal
Services Licensing Manager, I don't see any TS CALs being allocated to
my clients?" The short answer is that Terminal Servers that are
in Per-User mode will not allocate TS CALs from a Terminal Services
License Server. This is 100% by design and is acting exactly as
Microsoft intended.

To have your licenses re-issued, you must contact the Microsoft
Clearinghouse by phone. The first thing you need to do is change
your Installation Method to Telephone in the Terminal Services Licensing Wizard
Properties (from the View menu, select Properties). The Clearinghouse phone number for the US is (888)
571-2048; this number and numbers for other locations can be found in the Terminal Services Licensing Wizard by selecting the appropriate Country or Region on the Properties screen. Call and speak with a representative and explain that you
need to reinstall your Terminal Services CALs and why. They will walk you through
the process and provide you with an actviation code to enter into the wizard
when prompted. |

To remove a TS CAL from a Windows machine, open REGEDIT and browse to the following location:
- HKEY_LOCAL_MACHINE\Software\Microsoft\MSLicensing\Store\
There will be one or more sub-keys listed here such as LICENSE000,
LICENSE001, etc. Most likely, only LICENSE000 will be
listed. This key contains the certificate (TS CAL) issued by the
Terminal Services Licensing Server. To remove the TS CAL simply
delete the LICENSE00x key, or you can delete the \MSLicensing key to
remove all TS CALs at once. The \MSLicensing key will be
regenerated automatically the next time the client is issued a TS CAL. |

Unfortunately you can't remove a Terminal Services CAL once it
has been added to the licensing database. Microsoft's Terminal
Server Licensing Management interface has no mechanism to remove TS
Licenses once they have been added to a TS Licensing Server. |
